US Reinforces Tough Sanctions on North Korea

U.S. President Barack Obama has issued an executive order that reinforces economic sanctions against North Korea beginning Tuesday.

In a letter to the leaders of the U.S. Congress, Obama said Monday that the order is meant "to further address the national emergency" concerning North Korea and to ensure the implementation of U.N. resolutions imposing sanctions on Pyongyang.

The order prohibits the direct or indirect importation of any goods, services or technology from North Korea unless they are specifically exempted.  Tough U.S. sanctions on North Korea were already in place, including a blacklist of North Korean agencies and individuals.

Despite the order, the United States and South Korea made clear this week that a North Korean apology for the sinking of the warship Cheonan is not necessarily a precondition for re-starting six-party talks.

At a briefing Tuesday, a South Korean Foreign Ministry spokesman said the important thing is that Pyongyang demonstrate its sincerity by refraining from provoking South Korea further, and by acting to improve the peace and security of the Korean peninsula.

A day earlier in Washington, State Department spokesman Mark Toner said North Korea needs to show it is willing to engage in a constructive dialogue with South Korea, but that an apology for the Cheonan sinking is not a precondition.

Seoul has long sought an apology for the sinking of the ship, which was torpedoed in March 2010 with the loss of 46 lives. An international investigation determined the torpedo was of North Korean origin, but Pyongyang still insists it had nothing to do with the sinking.

North Korea walked away from the six-party talks in protest over criticism of its nuclear weapons and missile programs.  But in recent months it has been pressing to have them resumed.

Under the talks, Pyongyang can hope to receive international financial assistance in exchange for giving up its nuclear programs.
