U.S. Defense Secretary Robert Gates has arrived in Afghanistan to gauge progress in the war at a time of rising tensions with Afghan leaders regarding civilian casualties.

Gates's two-day trip is expected to focus on the handover of security responsibility from foreign to Afghan forces, with U.S. troop withdrawals set to begin this year. He and Afghan President Hamid Karzai meet later on Monday, with talks also likely to focus on recent Afghan civilian deaths caused by coalition operations.

Earlier on Monday, the U.S. defense secretary traveled to Bagram air base north of Kabul, where he told troops they have made headway despite a "tough" winter. He warned of an even tougher spring and summer.

The commander of NATO-led troops in eastern Afghanistan told reporters traveling with Gates that violence in the region has increased. Major General John Campbell said militants are trying to get an early start on their spring offensive.
