Ivory Coast President Sworn In Despite Dispute

Ivory Coast President Laurent Gbagbo has been sworn in for a new term Saturday despite protests from world leaders that rival candidate Alassane Ouattara was the real winner of the country's presidential runoff election.

President Gbagbo was sworn in in a ceremony broadcast on state television, one day after Ivory Coast's Constitutional Council overturned results from the election commission that gave victory to Mr. Ouattara.

Armed forces chief General Philippe Mangou appeared on state-run television Friday evening saying the military had pledged its allegiance to President Gbagbo.

Residents in Abidjan reported hearing gunfire in several parts of the city overnight.  By morning, supporters of Mr.Ouattara had taken the streets for a second day, burning tires and putting up barricades.  Election violence has already left at least 14 people dead.

World leaders including United Nations Secretary-General Ban Ki-moon, U.S. President Barack Obama and French President Nicolas Sarkozy have all recognized Mr. Ouattara as Ivory Coast's elected president and called on Mr. Gbagbo to accept the result.

Ivory Coast's Constitutional Council said Friday the group annulled Sunday's election results in seven northern regions after a review showed voting irregularities.   Mr. Ouattara had drawn most of his support from northern regions.

Council leader Paul Yao N'Dre said election results announced earlier by the electoral commission were not valid because the commission had missed a constitutionally mandated midnight deadline Wednesday to announce the tally.  N'Dre is an ally of Mr. Gbagbo.

N'Dre said the council's new tally gave Mr. Gbagbo 51 percent of the vote and Mr. Ouattara about 49 percent.  The election commission had previously said that Mr. Ouattara won the vote with more than 54 percent of ballots.  

Mr. Ouattara has rejected the amended results and on Friday declared himself president-elect.

Ivory Coast's presidential election was meant to restore stability after a civil war erupted in 2002.
