Chinese Government advocates to rule the country by the rule of law. Government officials often openly say: "The rule of law concentrates on controlling the authority and officials instead of the public.”. Media controlled by the media also disseminates such an idea. From the words, "governing the country with rule of law" expression is expressed exactly. In fact, the rule of man issue is still very obvious. There are a lot of inherited problems. All problems regarding “Rule of man”are due to “authority”and "officials” without the rule of law.

Rule of law means that all authorities and officials do everything according to law. Nowadays, the biggest problem faced by the Chinese society is “authority” and “officials” without supervision of law. The government and officials can behave beyond law. All laws and stipulations in the constitution are just a method to rule the public. Look at those surprising corruption cases. How did they come into being? They were caused by inflation of authority and officials. In addition, they are due to lack of supervision over authority and officials. Authority without supervision will definitely lead to corruption, which is a universal principle acknowledged by all countries in the world.

As a result, the Chinese government should advocate rule of law and implement it, which is an inevitable trend of historical development and the first as well as an unavoidable problem faced by the CCP. The first problem for the rule of law to solve is restriction on authority.
